Yes they are.  They don't need checks; they need luggage.
I have taught on the rez.  I have walked out into the desert at Chako
under a full moon in August.  The spirits spoke to me, and it was a
very moving experience.
Then I went back to my air-conditioned home, steady job, and
comfortable environment.
If they wish to live on the rez in poverty, that is their choice.  If
they want to move into the real world, that is their choice.
Regardless of their choice, I have no sympathy, other than that felt
for the young who cannot break away soon enough.
