The joke as I remember it, and as I google it on urban legend sites, goes

   1) secure rope at ground level with empty barrel at top
   2) fill barrel with 300 lbs of leftover materials to return to ground
   3) unhook rope to lower
   4) get lifted, smacking into barrel, then pulley
   5) barrel hits ground, breaks, spills load
   6) falls, hitting barrel halfway down
   7) hits ground, lets go of rope
   8) barrel falls and hits him.

In each case, the outweighing is fully explained.
For the setup, he's at the end of a long work ****ft,
and he's returning materials lifted from multiple lifts.
One account I find being

    I discovered that I had, over the course of several trips up the
    tower, brought up about 300 pounds of tools and spare hardware.
    Rather than carry the now un-needed tools and material down by hand,

and continues

    I went back to the ground and untied the rope, holding it tightly
    to ensure a slow descent of the 300 pounds of tools.

I think that coutns as an explicit mention that he was lowering
differently
than he was raising.
