From the word "essences," I want to guess that it's our own Matt Hughes,
but I didn't think he had anything all that "recently published."

I don't remember it from _Red Seas Under Red Skies_ or _Pirate Freedom_,
both of which I've read. The new Brust isn't until the summer. It could
be Stirling's _In the Courts of the Crimson Kings_, maybe.

But I suspect it's SF, despite the very piratical feel -- maybe Philip
Palmer's _Debatable Space_?
