I don't think whether it's a good or bad thing is at issue.
At issue is (more or less) would it have been built without Einstein.
I don't have much doubt that it would have been.
One can argue that his letter was *advocacy* of the actual program, and
then he might bear some responsibility. But that's still not "Einstein
was responsible", that's closer to "Einstein has some small iota of a
scintilla of a dustmote of the total responsibility".
