Yeah, that would require something like a Magic Gizmo that grants,
or tests for, extreme skill and dedication to the conspiratorial
arts.  And those are *so* much more implausible than Magic Gizmos
that grant or test for skill and dedication to the ideals of honest
government...


Seriously, the big problem with conspiracies is that by the time
you recruit your tenth member, one of them will surely have done
some dumbass stupid thing like bragging to his girlfriend.  If
you've got some universally accurate way of identifying Potential
Conspirators Who Aren't Dumbass Stupid, the odds of setting up a
really successful conspiracy go way up.

Even more so if the first order of business for the Conspiracy is
to convinve everyone else that the Certified Competent Conspirator
badge really means "Certified Incorruptably Honest".
