Sid Meier, whose name has been attached to a bunch of games along those
lines.  The manual for "Sid Meier's Alpha Centauri" had an appendix with
a bunch of astronomical/planetological data about the postulated habitable
planet around Alpha Centauri A on which the game takes place.  That world-
building was done, IIRC, by Del Cotter, who posts to this group.
