Okay, I give up: _what_ is up with that title?

In a background element in Dan Simmons' HYPERION, the planet on
which his earlier novella "Remembering Siri" had been set -- that
story being about the start of a brave rebellion on that colony
world to maintain its independence[*1] -- was revisited a few
centuries later and we saw that the rebellion had basically been
squashed flat without too much trouble.

 *1: In "Remembering Siri" the dominance being resisted was economic
     and cultural -- "Yes, yes, huge galactic civilization, very
     nice, no, we don't want any" -- rather than theocratically or
     otherwise evil, but the theme is the same.
