The motto of the Qeng Ho

Vinge credits Poul Anderson as the source for the motto of the Qeng
Ho. The motto seems to be, "Politcs may come and go, but Greed goes
on forever." This could have been the motto of Nicholas van Rijn, or
of the Polesotechnic League, but I don't remember encountering it.

Is this the motto to which Vinge was referring? What's its source in
Anderson's work?
