Inversion: I believe that Arthur Byron Cover's AN EAST WIND COMING
the only survivors of the final nuclear war on Earth were in
Cleveland that day.  (This was long-ago background to the story,
presented a bit obliquely, but apparently an all-powerful alien came
to Earth during the nuclear exchange and saved a couple of dozen (?)
humans, giving them immortality and limited godlike powers.  The
story takes place a few million years later and may have been
inspired in part by the line you see in sigs occasionally about how
people yearn for immortality but have no idea what to do with a
Sunday afternoon.)
