Oh, I'd say it is fairly evil.  They more or less wipe out the
local flora and fauna, barring some examples kept for tourist
purposes, in the run for the planet's natural resources ("no
civilization gets beyond the need for oil").  And their methods of
dealing with dissent wind up being fairly genocidal.

Another example (faint memory here) might be from Poul Anderson's "The
Enemy Stars" in which Earth's colony worlds
feel rather oppressed.  Anderson implies that the spoiler at the end
of the novel will eventually lead to the end of this, but we don't see
it happen.
