Not books and not neccessarily Earth specifically but both Blake's
Seven and Firefly seem to feature the Plucky Rebels losing to the
massive imperial hordes.

Any tie in books thus probably come close too.

For that matter prequel trilogy Star Wars appears to feature thousands
of planets rebelling against a totally corrupt central government, and
being ruthlessly crushed largely on account of their top leadership is
actually just using them as cat's paws to help take over said corrupt
central government and hence WANTS them to lose in the end.

I'm pretty sure it's been done in non-media tie in books too although
I'm not coming up with titles.
